HHS updates Provider Relief Fund deadlines and FAQs

The U.S. Department of Health and Human Services (HHS) has extended the deadline for some physicians to apply for Phase 3 funding from the Provider Relief Fund.

Physicians who have already received Phase 1 funding or who had their TIN validated in Phase 2 have until November 6, 2020, to submit their application for the Phase 3 General Distribution. However, physicians who have yet to receive any General Distribution payments and submit their TIN for validation by November 6 will have until November 27 to submit their Phase 3 General Distribution application once their TIN has been validated.

The $20 billion Phase 3 tranche is new funding for providers on the frontlines of the coronavirus pandemic. Providers that have already received Provider Relief Fund payments can now apply for additional funding beyond the 2% of annual revenue previously allowed to account for revenue losses and changes in operating expenses attributed to coronavirus. Previously ineligible providers, such as behavioral health providers and those who began practicing in 2020, will also be eligible to receive funding from this new $20 billion tranche.

HHS has also updated its COVID-19 Provider Relief Fund FAQ to provide additional details on the phase 3 funding, including the following:

  • If a provider returns a Provider Relief Fund payment, it must also return any accrued interest, if the payment was held in an interest-bearing account. 
  • Provider Relief Fund payments can be used to support COVID-19 vaccine distribution.
  • Provider Relief Fund payments must be expended no later than June 30, 2021. 

The updated FAQ also provides further details on calculating expenses attributed to COVID-19 and eligible uses for funds.
