TITLE: Program Analyst, Test to Treat Program

DIVISION: Physicians for a Healthy California

REPORTS TO: Program Director




The Program Analyst is a full-time position reporting to the Program Director of the Test to Treat program. Under the supervision of the Program Director, this position will provide analytical support to an Advisory Council as well as the program.


  • Performs qualitative, quantitative and program analysis

  • Develops and updates policies and procedures on grant administration

  • Conducts literature reviews to stay relevant on program needs 

  • Review applications and accompanying materials for completeness and accuracy

  • Develop application scoring packets for Advisory Council 

  • Monitors grantees’ progress

  • Drafts internal and external reports regarding grantee progress

  • Evaluates awardee progress reports in comparison to approved budget

  • Serves as internal subject matter expert on California Department of Public Health policies and procedures related to grants, funding, and audits

  • Tracks and monitors budgets and financial expenditures for the Test to Treat program and program awardees

  • Drafts internal controls for ensuring appropriate use of funds

  • Authors and updates materials based on feedback from Advisory Council 

  • Writes a final progress report


  • At least three years in analytical functions
  • High school diploma; Bachelor’s degree in related field preferred
  • Strong organizational and planning skills
  • Excellent interpersonal and customer service skills
  • Excellent oral and written communication skills
  • Ability to travel and occasionally work nights and weekends
  • Demonstrated skills in Microsoft Office: Excel, Outlook, Power Point, and Word
