TITLE: Policy Analyst

DIVISION: Strategic Engagement

REPORTS TO: Chief Strategy Officer

OFFICE LOCATION: Sacramento

EXEMPTION STATUS: Exempt

POSITION SUMMARY: The policy analyst will review and analyze proposals submitted by CMA member physicians for inclusion in CMA’s organizational policy, which guides CMA’s advocacy. The position will also provide staff support to internal policymaking bodies and other entities involved in CMA’s policy development and provide research to support CMA’s advocacy efforts.

DUTIES/RESPONSIBILITIES

  • Analyze policy proposals submitted by physician members

  • Gather information from physicians who authored policy proposals to understand their intent

  • Write analyses, under direction of the staff lead on the relevant policy issue, that CMA members, Councils and Committees, and the CMA Board of Directors use for background for their deliberations 

  • Collaborate with team members to synthesize and incorporate input on shared documents

  • Research the topics covered in the policy proposals

  • Understand CMA’s policy development process and timelines

  • Identify existing CMA and American Medical Association policies related to policy proposals

  • Research legislative history and CMA’s positions on bills that address issues raised in policy proposals

  • Schedule and provide procedural support to governance bodies, as assigned

KNOWLEDGE/EXPERIENCE/EDUCATION

Required qualifications:

  • Knowledge of research techniques
  • Exceptional writing and analytical skills, including the ability to explain complicated issues in a concise, cogent, and impartial manner
  • An interest in health care and public health policy
  • Understanding of legal system, judicial processes, and legislative process 
  • Strong organizational and planning skills
  • Computer skill in Microsoft Office: Excel, Outlook, PowerPoint, Publisher, Internet Explorer, and Word.
  • Ability to travel and occasionally work evening and weekend events
  • Bachelor’s degree

Desired qualifications:

  • Prior experience in health care or public health policy
  • Knowledge of or experience with deliberative processes, like the legislative process
  • Familiarity with the political process
  • Involvement in justice, equity, diversity and inclusion efforts
