The Board of Trustees adopted substitutie Resolution 206-18. 

Resolved #1: That the CMA support efforts to improve enforcement of medical loss ratios and collection of remittance payments according to state law; and be it further

Resolved #2: That the CMA support efforts to measure the Medical Loss Ratio for Medi-Cal managed care plans in each county and under each contract where they operate; and be it further

Resolved #3: That the CMA support an earlier effective start date prior to 2023 for the Medical Loss Ratio remittance payments for Medi-Cal; and be it further

Resolved  #4: That the CMA support the imposition of penalty fines in addition to remittance payments when the Medical Loss Ratio (MLR) is not met, whether the MLR is measured statewide, county-wide or as part of another geographic unit.
